GAZA CITY, Gaza Strip - U.S. President George W. Bush is the enemy of God and Islam, the new Hamas chief in Gaza said Sunday, declaring that God's war against the United States and Israel was ongoing.In a speech at Gaza's Islamic University, Hamas leader Abdel Aziz Rantisi said he was not surprised that the United States vetoed a U.N. Security Council resolution condemning Israel's assassination last Monday of Hamas spiritual leader Sheik Ahmed Yassin. "We knew that Bush is the enemy of God, the enemy of Islam and Muslims. America declared war against God. Sharon declared war against God and God declared war against America, Bush and Sharon," Rantisi said. "The holy man (Sheik Yassin), he said the war of God continues against them and I can see the victory coming up from the land of Palestine by the hand of Hamas." Immediately after the Israeli missile strike that killed Yassin, Rantisi and other Hamas leaders threatened to retaliate against the United States, Israel's staunchest ally. However, a few days later, Rantisi backed down from the threat, saying Hamas would only be active in the West Bank, Gaza Strip and Israel.

To those of you who think that sending young volunteers from the West will be enough to win the war against the Muslims... I have news for you. It will not do. This war has been going on for over 700 years, and is not about to end without a total and humiliating and devastating defeat of this pscychotic enemy. Just as it took 2 nuclear weapons to placate the suicidal, homicidal maniacs known as the Japanese, who provoked America in the last major war, it will take dozens of them to smash Islam and cow the Muslims. We probably do not have to exterminate the Muslims, it would be prudent to try the nuclear weapons method first. If they resisted, well, tough cookies Muhammed... but you've got to go.The world was working just great before the psychopathic muslims and their tacit bretheren started attacking Western Civilization. Books were even appearing entitled "The End of History" and such. But alas, the Muslims continued on their mad, murderous rampage and sooner or later it will come down to the big guns. You folks really don't understand Washington. Take the 9/15/01 e-mail to Rice. She's getting ready to deal with the press, so she tells her aide (Clarke) to put together everything they'd done to counter bin Laden. When your superior asks for that, you pull together what you've got to make a case. You don't put together a memo outlining all the ways the USG f---ed up.Same for the August 2002 press briefing. You defend your boss's position. You don't tell the press that the policy is completely inadequate, or underfunded, or misconceived.A lot of people in this town make a living defending their boss's position, even if they don't necessarily agree with it, either because they need the job or because they agree with their boss on a host of other issues.Arguably perhaps Clarke should have resigned earlier if he felt so strongly. But he probably wanted to get his thirty years in.None of which matters, since you're mostly interested in defending one side and slamming the other. Whereas most Americans would just like to feel assured that we know what went wrong and everything possible is being done to assure that it never happens again. So much for changing the tone.

Why don't they?I mean, surely they want to make sure everyone knows everything that needs to be known about what led to 9/11 and all that they did. Clarke's Contradictions In hawking his book and testifying before the commission investigating the September 11 attacks, former counterterrorism boss Richard Clarke testified that the Bush administration largely ignored the threat from al Qaeda prior to the attacks. Under softball questioning from a Democratic member of the September 11 panel, former Rep. Tim Roemer, Mr. Clarke asserted that there was "no higher" priority than fighting terrorism under former President Clinton, but that the Bush administration "either didn't believe me that there was an urgent problem or was unprepared to act as though there were an urgent problem." But Mr. Clarke's assertions are contradicted by his own words. National Review editor Rich Lowry, for example, points out that, in his book, Mr. Clarke writes that forcing through a Middle East peace agreement was a higher priority for Mr. Clinton than retaliating for al Qaeda's attack on the USS Cole. Moreover, in a Sept. 15, 2001, e-mail to National SecurityAdvisorCondoleezza Rice, Mr. Clarke outlined some of the major steps taken by the Bush administration in the summer of 2001 to put the nation on a higher alert footing in an effort to prevent a possible attack. Mr. Clarke noted, for example, that on July 5, 2001, representatives of federal law enforcement agencies — including the FBI, the Secret Service, the Federal Aviation Administration, the Customs Service, the Coast Guard and the Immigration and Naturalization Service — were summoned to a meeting at which they were warned of a possible al Qaeda attack. "Thus, the White House did ensure that domestic law enforcement (including FAA) knew" of the possibility "that a major al Qaeda attack was coming and it could be in the U.S. ... and did ask that special measures be taken," Mr. Clarke observed in his e-mail to Miss Rice. More damning to Mr. Clarke's credibility, in an August 2002 briefing for journalists, reported Wednesday by Fox News, he explained in greater detail all the steps that the Bush administration took prior to September 11 to deal with the growing threat from al Qaeda (see facing page). Just days after coming into office on Jan. 20, 2001, the Bush administration decided to "vigorously pursue" the Clinton policy of taking covert action, which could include killing Osama bin Laden. In the spring of 2001, Mr. Clarke noted in that briefing, the new administration decided "to add to the existing Clinton strategy" by increasing five-fold CIA resources for covert action against al Qaeda. At that same briefing, Mr. Clarke also forcefully rebutted the assertion that the Bush administration's approach to the problem was motivated by a general animus toward the Clinton administration. "This is the one issue where the National Security Council leadership decided continuity was important and kept the same guy around, the same team in place," Mr. Clarke said. "That doesn't sound like animus against the previous team to me." Mr. Clarke said that from Oct. 1998 until Dec. 2000, the National Security Council in the Clinton administration failed to make any new recommendations on how to deal with the burgeoning al Qaeda threat. By contrast, in the summer of 2001, Mr. Clarke said, the Bush administration changed U.S. policy from the "rollback of al Qaeda over the course of five years" to its elimination. All of these points, however, are ignored or glossed over in his new book — which depicts the administration as laggards in dealing with the al Qaeda terrorist threat. The emerging picture of Clarke is one of a political chameleon and an impetuous man who is starved for attention after years of toiling anonymously in government bureaucracies. He points to his service in Republican administrations, and says he was a registered Republican in 2000 (credentials that make it easier to peddle a book bashing a Republican president). But a survey by Insight magazine, a sister publication of the Washington Times, found that his only political contributions in the last decade went to Democrats. T. Irene Sanders, executive director of a research group called the Washington Center for Complexity and Public Policy, described an odd encounter with Mr. Clarke several months ago, after he spoke at a luncheon on cyberspace security (see adjacent letter to the editor,). When she asked him a technical question he could not answer, he responded that they should write a book together, boasting that his publisher, Free Press, does a good job of obtaining publicity for authors. But Mr. Clarke's enormous capacity for self-promotion and taking liberties with the facts may be catching up with him. Time magazine's online edition yesterday published a blistering review of his book and his endless television appearances. Mr. Clarke, the magazine concluded, has become so shrill in disparaging President Bush that he "undermines a serious conversation about 9/11." Time also criticized "the polemical, partisan mean-spiritedness that lies at the heart of Clarke's book, and to an even greater degree, his television appearances flacking it." I wholeheartedly agree. Everyone knows that revisionist history is a survival tactic and a specialty of the left.

That's it? Two whole contributions, made to campaigns of people with whom he worked? You'd have to show that there were Republicans with whom he worked who ran for Congress and whom he did not support to give this argument validity.Also, it may come as a surprise to you, but friendships can exist across party lines.And if the Bush administration hadn't dragged its feet in acquiescing to the creation of this commission, it would be over and done with by now, so Clarke would already have testified, and the book would be old news.

Clarke insists his attacks on President George W. Bush have nothing to do with politics, but an Insight check of Federal Election Commission (FEC) records shows that his only political contributions in the last decade have gone to Democrats.Clarke is suspected of using his former post in the Bush White House as a weapon with which to slash and wound the president during his re-election campaign against Sen. John Kerry (D-Mass.). The Kerry campaign's coordinator for national security issues, Rand Beers, has described Clarke as his "best friend." According to the John F. Kennedy School of Government at Harvard University, where Clarke and Beers are adjunct lecturers, they teach a course together about terrorism. Clarke's detailed Harvard biography specifically mentions his service under President Ronald Reagan and the elder President Bush, but says nothing about his eight years working for President Bill Clinton.During the 9/11 commission hearings this week, Clarke denied any partisan leanings. "Let me talk about partisanship here, since you raised it," he told Commissioner John Lehman, pointing out that he, like Lehman, had served in the Reagan administration. "The White House has said that my book is an audition for a high-level position in the Kerry campaign," he said. "So let me say here, as I am under oath, that I will not accept any position in the Kerry administration, should there be one." He said he was a registered Republican in 2000.But what about this presidential election year? According to FEC records, Clarke has been giving his money to Democratic friends -- not Republicans -- running for national office. In 2002, while still on the Bush National Security Council (NSC), Clarke gave the legal maximum limit of $2,000 to a Democratic candidate for Congress, Steve Andreasen, who tried to unseat Republican Congressman Gil Gutknecht of Minnesota. Andreason had been director for defense policy and arms control on the Clinton NSC. In making his donations of $1,000 on July 22 and another $1,000 on Nov. 7, 2002, Clarke listed his occupation as "U.S. Government/Civil Servant," according to FEC records indexed with the Center for Responsive Politics.Clarke maxed out again in the 2004 election cycle, donating $2,000 to another Clinton White House veteran, Jamie Metzl, who is running as a Democrat for Congress from Missouri. Metzl was a staffer on the Clinton NSC and worked for Sen. Joseph Biden (D-Del.) as deputy staff director of the Senate Foreign Relations Committee. With that donation, made on Sept. 15, 2003, after his resignation from the Bush NSC, Clarke listed his occupation as "Self-Employed/Consultant." FEC records show that Clarke reported no political contributions when he worked in the Clinton administration in the electoral cycles of the 1990s and 2000, when he said he was a Republican.

Richard Clarke, former White House counterterrorism czar for Presidents Bill Clinton and George W. Bush, testifies today before the commission investigating the September 11, 2001, terrorist attacks against the United States. He is well-qualified to do so because few individuals over the last decade, inside or outside government, better understood the Islamic extremism threat in all its dimensions. But rather than deliver a factual recounting and analysis of intelligence failures and politically charged antiterrorism policies that plagued his years as coordinator for counterterrorism operations, he has chosen to characterize the Bush White House as indifferent to the threat posed by Osama bin Laden's al Qaeda network prior to the September 11 attacks without consideration for the failures on his watch during the Clinton years. This is inaccurate and adds nothing to our understanding of how distant terrorists could plan and carry out such daring and effective attacks. Mr. Clarke's premise that Bush national security officials neither understood nor cared to know anything about al Qaeda is simply untrue. I know because on multiple occasions from June until late August 2001, I personally briefed Stephen J. Hadley, deputy national security adviser to President Bush, and members of his South Asia, Near East and East Africa staff at the National Security Council on precisely what had gone wrong during the Clinton years to unearth the extent of the dangers posed by al Qaeda. Some of the briefings were in the presence of former members of the Clinton administration's national security team to ensure complete transparency. Far from being disinterested, the Bush White House was eager to avoid making the same mistakes of the previous administration and wanted creative new inputs for how to combat al Qaeda's growing threat. Mr. Clarke's role figured in two key areas of the debriefings — Sudan's offer to share terrorism data on al Qaeda and bin Laden in 1997, and a serious effort by senior members of the Abu Dhabi royal family to gain bin Laden's extradition from Afghanistan in early 2000. • Fall 1997: Sudan's offer is accepted by Secretary of State Madeleine Albright, then rejected by Mr. Clarke and Clinton National Security Adviser Samuel "Sandy" Berger. Sudan's president, Omar Hasan El Bashir, made an unconditional offer of counterterrorism assistance to the vice chairman of the September 11 Commission, then Rep. Lee Hamilton, Indiana Democrat, through my hands on April 19, 1997. Five months later on Sept. 28, 1997, after an exhaustive interagency review at the entrenched bureaucracy level of the U.S. government, Mrs. Albright announced the U.S. would send a high-level diplomatic team back to Khartoum to pressure its Islamic government to stop harboring Arab terrorists and to review Sudan data on terrorist groups operating from there. As the re-engagement policy took shape, Susan E. Rice, incoming assistant secretary of state for East Africa, went to Mr. Clarke, made her anti-Sudan case and asked him to jointly approach Mr. Berger about the wisdom of Mrs. Albright's decision. Together, they recommended its reversal.The decision was overturned on Oct. 1, 1997. Without Mr. Clarke's consent, Mr. Berger is unlikely to have gone along with such an early confrontation with the first woman to hold the highest post at Foggy Bottom. U.S. Embassies in Kenya and Tanzania were bombed by al Qaeda 10 months later. Files with detailed data on three of the embassy bombers were among the casualties of Mr. Clarke's decision to recommend missile attacks on an empty Khartoum pharmaceutical plant rather than get Sudan's data out almost a year earlier to begin unraveling al Qaeda's network. To this day, neither Mr. Berger nor Mr. Clarke has explained to the American people why a deliberative decision of the U.S. government, made by interagency review, was overturned in such cavalier fashion by a small clique of Clinton advisers in the face of Sudan's unconditional April 1997 offer to cooperate on terrorism issues. If he was interested in facts, why did Mr. Clarke spurn the recommendations of his own intelligence and foreign policy institutions that the Sudanese offer be explored? Why did he not act on the Sudanese intelligence chief's direct approach to the FBI, of which he was aware, in early 1998 just prior to the final planning stages of the embassy bombings? • Spring 2000: Abu Dhabi's offer to get bin Laden out of Afghanistan falls flat. In late 1999, after a barrage of threats from al Qaeda's senior leadership against the Abu Dhabi royal family, a senior family member approached the Taliban foreign minister and Mullah Omar to discuss mechanisms for getting bin Laden out of Afghanistan. Mr. Clarke, who enjoyed close relations with the Abu Dhabi family, was brought into the early to prevent separation between Washington and Abu Dhabi on such a sensitive matter. While Mr. Clarke was skeptical of the idea at first, he played ball long enough to understand the real intentions of the Taliban regime. Smart enough, except when the deal got real. As the strategy started taking shape in earnest — a personal request from President Clinton to Sheikh Zayed, Abu Dhabi's ruler, seeking help to get bin Laden coupled with a $5 billion pan-Arab Afghan Development Fund that would be offered in return for bin Laden taking residence under house arrest in Abu Dhabi, with the possibility of extraditing him later to the United States — Mr. Clarke again scuttled the deal by opting instead for the militaristic solution. He pushed for armed CIA predator drones to hunt bin Laden in the remote mountains of northeastern Afghanistan. Abu Dhabi was left with a black eye. The Taliban became even more aggressive in allowing al Qaeda to plan and carry out terrorist operations from Afghan soil. Another chance to capture the world's most notorious terrorist had been lost. Mr. Clarke's selective memory serves no interest but his own agenda. He personifies the politicizing of intelligence by pointing fingers during the political high season for failures that not only occurred on his watch but also were due partly to his grand vision he would one day personally authorize a drone operation to kill bin Laden. Mr. Clarke, as he testifies today, should remember he served at the pleasure of the American people. He was appointed to defend us against the very terrorists he repeatedly assessed inaccurately. A grateful nation recognizes the difficulty of his task but we ask that he stick to facts rather than inject vitriol and untruths into a debate that must yield answers to help protect our children in the future. BTW, it happened in Qatar.Respectfully, I think your "simple" reasoning is simplistic. To give but one example, if the attention deserved is proportional to the aid given, then the contras really didn't deserve much attention at all. And you wrote: Many countries should get NO US military aid, including Israel: Guatemala, Colombia, Indonesia, Pakistan, etc.Well, I look forward to seeing on this page your criticisms of these nations' actions as their various misdeeds come to light. Assuming anyone is reporting them. Which brings us back to the question of the focus on Israel.You really ought to take a look at our India policy sometime. We're giving development aid (not ESF or military aid, but development aid) to an AVOWED nuclear power, that faces no dire external threat, which is "occupying" Muslim land and engaging in gross human rights violations, and which continues to upgrade and develop new missile systems. All while hundreds of millions of its people live in real misery. And some would add, while they steal jobs from hard-working Americans. That is outrageous, and deserving of a lot more attention. Maybe we could take 10 percent of the media time and space that's been devoted to Israel and direct it at India.

The proceedings of the committee to elect John Kerry President continued yesterday, this time with walking contradiction Richard Clarke testifying. This is the guy that wrote the book blaming 9/11 on President Bush and praising Bill Clinton's 8 years of inaction on terrorism as somehow better. What an absolute crock...perhaps he's been hired to revise the Clinton legacy because the facts just aren't on this guy's side. Surprisingly, this egomaniac's head actually fit through the door of the hearing room. Clarke kicked off his testimony with an apology to "the loved ones of the victims of 9/11....your government failed you. Those entrusted with protecting you failed you and I failed you." His statement should have more truthfully been "to the loved ones of the victims of 9/11...the Clinton administration failed you. Prior to the slaughter of your loved ones on 9/11 by Islamic terrorists, Bill Clinton turned down the direct handover of Osama Bin Laden on numerous occasions. The Clinton administration refused to allow the CIA to kill Bin Laden, with only capture as the stated policy. Those entrusted with protecting you, including myself, were abject failures who viewed terrorism as a law enforcement problem. And don't forget to buy my book."

There’s a term to explain why the clearly haughty and self-important John Kerry repeatedly calls the clearly self-effacing and modest George W. Bush “arrogant.” In psychology, it’s called projection: attributing to others what, in fact, perfectly describes the person hurling the insult. Similarly, there’s a term to explain why Kerry, a lifelong pacifist after his four-month foray in Vietnam, is now trying to convince the public that he would fight the war against terrorism more effectively than President Bush. It’s called self-delusion. Another term explains why Kerry has changed his mind and his votes on just about every critical domestic and foreign policy issue in his 19 years in the Senate. It’s called indecisiveness. Yet another term explains Kerry’s Dean-like outburst – “That’s none of your business!” – when an attendee at a recent forum asked the Democratic candidate to name the foreign leaders he claimed had told him they hoped he wins the election. It’s called thin-skinned (or intemperate, defensive or just plain nasty). One more term explains Kerry’s accusation that President Bush has failed to give our troops adequate support, when in fact the president has increased economic support to veterans by 8 percent and increased defense spending by 10 percent. It’s called lying. To date, the only thing the American public knows about Kerry is that he is a blame-the-other-guy, self-deluding, indecisive, thin-skinned, lying candidate. Is this the “real” John Kerry? The DSM-IV – popularly known as the diagnostic “bible” of the American Psychiatric Association – goes on at length about Dissociative Identity Disorder (DID), in which separate identities take on a life of their own. Changing among those personalities is called "switching," which DID people manage with amazing facility. Whether or not Kerry has this disorder is a moot point. The public has the right to know who the self-described “real deal” John Kerry really is. Is he the guy in full biker regalia who rides his Harley onto the stage of “The Tonight Show” to show his macho side, or the Ivy League esthete who sells his Renoir for campaign funds? Is he the guy who uses the “f” word in a Rolling Stone interview to show how hip he is, or the one who imitates President Kennedy to convey an air of elegance? Is he the guy who says he’s “strong” on defense, or the guy who voted against every major weapons system in our military and against increased defense spending after the bombings of the World Trade Center in 1993, the Khobar Towers in Saudi Arabia in 1996, the U.S. embassies in Kenya and Tanzania in 1998, the USS Cole in 2000, and – two weeks after Sept. 11, 2001 – the World Trade Center and the Pentagon? Is he the guy who claims to identify with the economic plight of “regular” Americans, or the wealthiest member of the Senate (married to one heiress and then another) who lives the high life in multimillion-dollar homes and on yachts? Is he the guy who tells you that, after Bill Clinton, he will be the second black president, or the guy who, unlike Clinton, only spends time in black churches when he’s on the campaign trail? Is he the guy who is a born-and-bred Catholic, or the guy with Jewish blood coursing through his veins who has taken pains not to reveal his heritage? This fact was exposed in fascinating detail in a Boston Globe article in 2002 but never picked up by the “mainstream” media. Now, on the campaign trail, Kerry is starting to speak before Jewish audiences of his Jewish “roots.” Is he the guy who invokes highfalutin oratory when he’s in front of the camera, or the guy who tells a crowd – “not knowing” that his microphone is on – that his opponents are crooks and liars? Is he the guy who wants terrorists to lose their war against America, or the guy who has voted against the $87 billion to support our troops in Iraq (“I voted for it before I voted against it!”)? Significantly, Kerry was rated by the Washington, D.C.-based Center for Security Policy “among the worst” legislators on national security and defense, with a score of 5 out of a possible 100. More recently, they rated him zero! Is he the guy who wants Americans to believe he will make our country safer, or the guy whose campaign promises are aired on Al Jazeera and whose candidacy has been endorsed by the arch-terrorist Yasser Arafat; the murderous Communist leader of North Korea, Kim Jong-il; the virulently anti-Semitic and America-hating prime minister of Malaysia, Mahathir Mohamad, and the new terrorist-appeasing president of Spain, Jose Luis Zapatero, who Kerry urged to “stay the course”? What course? Abandoning Spain’s commitment to fighting terrorism in Iraq, withdrawing its troops and joining the “global community” of appeasers, including the United Nations, which Kerry to this day embraces. Today, predictably, candidate Kerry has distanced himself from Spain, the better to convince the American public that he is not the socialist he really is! It now appears that Kerry – with advice from the “scorched earth” tacticians of the Clinton crowd – is nothing more than a sleight-of-hand magician who wants you to believe that the rabbits he pulls out of his campaign hat are “the real thing.” Magic, however, is not reality but illusion – cloaked in an ever-so-thin veil of credibility. Some people will settle for illusion, but most people know when they’re being snookered! Given his pathological inability to make up his mind, it is no mystery why Kerry has yet to offer any credible policy that will lead our nation to victory over the terrorists who have targeted us for annihilation, or – save for encroaching socialism – any suggestion that will improve our recovering economy or enhance our education or health-care systems. In short, Kerry appears to be a “false personality” – a function of what experts call “externally influenced ambition.” This means that he is so driven by the need to fit in, to be popular, to get votes, to keep himself front and center that he’ll do and say anything to advance his own – not the nation’s – agenda. Kerry is not the first “complicated” man to run for office. The history of the American presidency includes many men whose characters, mindsets, motives and “track records” were appropriately questioned on the campaign trail. Unlike Kerry, however, few had such a lengthy history in elective office – a history that now gives the public a uniquely birds-eye view of what it can expect from a Kerry presidency. This is not a man the public has to guess about, unless, that is, you believe that Kerry’s “inner” intentions are what matters and his behavior doesn’t, or that his votes, statements, flip-flopping, explanations, rationalizations and backtracking are less important than his track record. The eminent ethicist and psychiatrist Willard Gaylin could well have been speaking to Kerry when, in a 1977 op-ed New York Times article, he said, “You are, for the most part, what you seem to be; not what you would wish to be, nor, indeed, what you believe yourself to be.” Gaylin continued: “The inner man is a fantasy. Like any fantasy, it serves your purposes alone. It has no standing in the real world that we share with each other. Those character traits, those attitudes, that behavior – that strange and alien stuff sticking out all over you – that's the real you!” If history is any guide, Americans overwhelmingly prefer leaders who are “a#####ntic” personalities, such as George Washington, Thomas Jefferson, Abraham Lincoln, Harry Truman, Ronald Reagan and George W. Bush, all of whom took office in history-altering times. And all for the better!

i'm glad you recognize that it was not a good idea on Israel's part to carry out an extrajudicial execution - assassination is assasination, illegal period.my understanding is that Yassin was not the commander of Hamas and that Hamas has a non-terrorist wing, much like the IRA had Sein Fein.further, i understand that Yassin had agreed that at least for this generation, having Israel withdraw from Gaza and the West Bank was an acceptable outcome. The great tragedy is that the State of Israel, in the name of its security and the dead-end logic of the-end-justifies-the-means, assassinated a wheel-chair bound elder thus further stoking the flames. The retirement of Richard Clarke is appropriate to the reality of the war on terror. Years ago, Clarke bet his national security career on the idea that electronic war was going to be real war. He lost, because as al Qaeda and Iraq have shown, real action is still of the blood and guts kind. In happier times prior to 9/11, Clarke -- as Bill Clinton's counter-terror point man in the National Security Council -- devoted great effort to convincing national movers and shakers that cyberattack was the coming thing. The first I learned of it was in a New York Times Op-Ed article last April by the journalist Claudia Rosett charging that the U.N.'s secretive oversight of more than $100 billion in Iraqi oil exports and supposed humanitarian imports was "an invitation to kickbacks, political back-scratching and smuggling done under cover of relief operations."After checking with Kurdish sources in Iraq, I reported that half the money allocated to their people had been blocked by Saddam "conspiring with bureaucrats in the U.N. Plaza."Kofi Annan's right-hand man, Benon Sevan, had been named by the secretary general to head the oil-for-food program and report directly to him. Though he could not deny a favored French banking connection, Sevan branded as "inaccuracies" charges by Ms. Rosett and me of secrecy, citing a hundred audits in five years. But he refused to make public what companies in what countries got Saddam's largess.Now, thanks to evidence of systematic thievery on a huge scale, discovered by free Iraqis in Baghdad, the whole rotten mess of 10 percent kickbacks on billions in contracts is coming to light. In detailed accounts, Susan Sachs in The Times, Therese Raphael in The Wall Street Journal, and Charles Laurence and Inigo Gilmore of London's Daily Telegraph have flipped over the flat rock of corruption.Assistant Secretary General Sevan, now on an extended vacation until his retirement next month, denied through a spokesman "that I had received oil or oil monies from the former Iraqi regime" and demanded that his doubters produce documentary evidence. Now looky what just came over the wire!U.S. Videos, for TV News, Come Under ScrutinyBy ROBERT PEAR, The New York TimesWASHINGTON, March 14 — Federal investigators are scrutinizing television segments in which the Bush administration paid people to pose as journalists praising the benefits of the new Medicare law, which would be offered to help elderly Americans with the costs of their prescription medicines.The videos are intended for use in local television news programs. Several include pictures of President Bush receiving a standing ovation from a crowd cheering as he signed the Medicare law on Dec. 8.The materials were produced by the Department of Health and Human Services, which called them video news releases, but the source is not identified. Two videos end with the voice of a woman who says, "In Washington, I'm Karen Ryan reporting."But the production company, Home Front Communications, said it had hired her to read a script prepared by the government.Another video, intended for Hispanic audiences, shows a Bush administration official being interviewed in Spanish by a man who identifies himself as a reporter named Alberto Garcia.Another segment shows a pharmacist talking to an elderly customer. The pharmacist says the new law "helps you better afford your medications," and the customer says, "It sounds like a good idea." Indeed, the pharmacist says, "A very good idea."The government also prepared scripts that can be used by news anchors introducing what the administration describes as a made-for-television "story package."In one script, the administration suggests that anchors use this language: "In December, President Bush signed into law the first-ever prescription drug benefit for people with Medicare. Since then, there have been a lot of questions about how the law will help older Americans and people with disabilities. Reporter Karen Ryan helps sort through the details."The "reporter" then explains the benefits of the new law.Lawyers from the General Accounting Office, an investigative arm of Congress, discovered the materials last month when they were looking into the use of federal money to pay for certain fliers and advertisements that publicize the Medicare law.In a report to Congress last week, the lawyers said those fliers and advertisements were legal, despite "notable omissions and other weaknesses." Administration officials said the television news segments were also a legal, effective way to educate beneficiaries.Gary L. Kepplinger, deputy general counsel of the accounting office, said, "We are actively considering some follow-up work related to the materials we received from the Department of Health and Human Services."One question is whether the government might mislead viewers by concealing the source of the Medicare videos, which have been broadcast by stations in Oklahoma, Louisiana and other states.Federal law prohibits the use of federal money for "publicity or propaganda purposes" not authorized by Congress. In the past, the General Accounting Office has found that federal agencies violated this restriction when they disseminated editorials and newspaper articles written by the government or its contractors without identifying the source.Kevin W. Keane, a spokesman for the Department of Health and Human Services, said there was nothing nefarious about the television materials, which he said had been distributed to stations nationwide. Under federal law, he said, the government is required to inform beneficiaries about changes in Medicare."The use of video news releases is a common, routine practice in government and the private sector," Mr. Keane said. "Anyone who has questions about this practice needs to do some research on modern public information tools."But Democrats disagreed. "These materials are even more disturbing than the Medicare flier and advertisements," said Senator Frank R. Lautenberg, Democrat of New Jersey. "The distribution of these videos is a covert attempt to manipulate the press."Mr. Lautenberg, Senator Edward M. Kennedy, Democrat of Massachusetts, and seven other members of Congress requested the original review by the accounting office.In the videos and advertisements, the government urges beneficiaries to call a toll-free telephone number, 1-800-MEDICARE. People who call that number can obtain recorded information about prescription drug benefits if they recite the words "Medicare improvement."Documents from the Medicare agency show why the administration is eager to advertise the benefits of the new law, on radio and television, in newspapers and on the Internet."Our consumer research has shown that beneficiaries are confused about the Medicare Modernization Act and uncertain about what it means for them," says one document from the Centers for Medicare and Medicaid Services.Other documents suggest the scope of the publicity campaign: $12.6 million for advertising this winter, $18.5 million to publicize drug discount cards this spring, about $18.5 million this summer, $30 million for a year of beneficiary education starting this fall and $44 million starting in the fall of 2005."Video news releases" have been used for more than a decade. Pharmaceutical companies have done particularly well with them, producing news-style health features about the afflictions their drugs are meant to cure.The videos became more prominent in the late 1980's, as more and more television stations cut news-gathering budgets and were glad to have packaged news bits to call their own, even if they were prepared by corporations seeking to sell products.As such, the videos have drawn criticism from some news media ethicists, who consider them to be at odds with journalism's mission to verify independently the claims of corporations and governments.Government agencies have also produced such videos for years, often on subjects like teenage smoking and the dangers of using steroids. This was of course disputed by the Bush Administration with Secretary Power calling it absurd. The corporate media seems to be ignoring the story. Somehow Powell, the chief liar before the UN on the Iraqi WMD charge, is now credible in saying the US had nothing to do with Arisitide's ouster.Yet, as disppasionate as they've pretended to be, Rice and Rumsfeld, stellar truth tellers on Iraq (Rice: watch out for the mushroom clouds; Rumsfeld: we know exactly where the WMD are) were showing their true colors in the morning talk shows yesterday saying that it was bad news for Aristide to return to the Caribbean.Maybe this time they're telling the truth: of course it's bad news for the US who is currently occupying Haiti to have Haiti's legitimate leader return to the region!The Administration's party tends to despise Aristide. The State Department's main man on the hemisphere, Roger Noriega, was Jesse Helms staffer on the Senate Foreign Relations Committee, dealing mainly with the Western Hemisphere. Helms hated Aristide and was generally the conduit for CIA disinformation campaigns, like the one in the early 1990s when at the height of the defacto regime's killing spree, aided by the CIA ally and protege the FRAPH, the CIA, through Helms claimed that most of the killings could not be attributed to the de facto regime and the FRAPH. (1)In May 2002, National Security Adviser Condoleezza Rice claimed, "I don't think anybody could have predicted that [Al Qaeda] would try to use an airplane as a missile." (2) Similarly, President Bush denied having any idea about the threat, saying on 5/17/02, "Had I known that the enemy was going to use airplanes to kill on that fateful morning, I would have done everything in my power to protect the American people." (3)The problem is that these denials contrast sharply with warnings the White House did receive prior to 9/11. Specifically, the Administration was warned before 9/11 that Al Qaeda was planning to use airplanes in an attack against the United States and that the terror group had recently considered using airplanes as missiles. ABC News and Dateline NBC reported that White House officials acknowledge that U.S. intelligence officials delivered a one-and-a-half page document to President Bush on August 6th that warned that "bin Laden's terrorist network might try to hijack American planes."(4, 5, 6) Those warnings came at the same time that U.S. and Italian officials were warning that "Islamic terrorists might attempt to kill President Bush and other leaders by crashing an airliner into the [July 2001] Genoa summit of industrialized nations." (7)These warnings came at the same time top Administration officials were being told to change their own personal flight plans because of "threats."Attorney General John Ashcroft stopped flying commercial airlines and instead began "traveling exclusively by leased jet aircraft instead of commercial airlines" because of "what the Justice Department called a 'threat assessment."
