Peace through genocide - attempt to end conflict by arming one group to wipe out another, like arming Sunnis in Iraq to kill members of enemy sects until none are left to fight. Of course those weapons don't disappear and will likely end up being used for undesired purposes as alliances shift. Classic example of blowback.
