Guatemala and
Counter-terror
The following is internal State Department correspondence regarding
kidnappings, beatings, and other 'counter-terror' activity in
Guatemala. It's a chilling reminder that historically, the
United States is not at all above condoning the very types of activities
it publicly condemns. Mr. Vaky was the Deputy Chief of Mission
at the US Embassy in Guatemala.
